Monique Love was a 20-year-old mother who had recently moved from Palatine to Elgin in 1999. She was living in an apartment unit in 200 block of Locust Street on April 13, 1999 when an adult responded to the Elgin Police Department with a small child who had been located wandering in the hallway of the apartment complex, unattended. Elgin Police assisted the adult and accompanied the adult and the small child to Monique Love’s apartment in an attempt to make contact with her. Upon entering the apartment, Elgin Police located another small child, unharmed, but discovered that Monique had been murdered.
